VIENNA The Soviet Union has taken a series of "prioritymeasures" to increase safety at its Chernobyl-type nuclear stations,14 of which were operating at the time of the April 26 disaster, aninternational conference of experts was told yesterday.
The Soviets said a key step is an increase in the number ofcommand and control rods inserted into reactors to ensure that anysudden increases in radioactivity do not exceed danger levels.
The conference also was told that the Soviets are improvingcomputer programs that analyze the behavior of both nuclear powerstations and plant personnel.
